Background of the Study
Local economic development (LED) strategies involve targeted policies and initiatives designed to stimulate economic activity, create jobs, and improve the quality of life in urban areas. In Nigeria, LED strategies encompass a broad range of measures—from business incubators and tax incentives to infrastructure improvements and skills training programs (Afolabi, 2023). These strategies aim to harness local assets, promote entrepreneurship, and attract investment to drive urban growth. Recent studies indicate that cities with robust LED programs experience increased business activity, higher employment rates, and more diversified economies. The background of this study discusses how LED strategies can complement national policies by addressing localized challenges and tapping into regional strengths. It highlights the role of public–private partnerships, community involvement, and innovation in the success of LED initiatives. Furthermore, it examines how these strategies contribute to long-term urban growth and resilience by reducing dependence on volatile sectors and fostering inclusive development (Ogunleye, 2023). Statement of the Problem
Despite numerous LED initiatives, many Nigerian cities struggle to achieve sustained urban growth. The challenges include fragmented implementation of local programs, inadequate funding, and limited coordination between municipal authorities and private stakeholders (Chinwe, 2023). Such issues often result in short-term gains that fail to translate into long-lasting economic transformation. Furthermore, the absence of a comprehensive framework that integrates LED strategies with broader urban planning efforts hampers the potential for economic diversification and job creation. This misalignment not only stifles local entrepreneurial activity but also discourages long-term investment in urban areas. The study aims to identify the factors that limit the effectiveness of local economic development strategies and to explore how these challenges impact overall urban growth. The goal is to generate actionable recommendations that can improve the coherence, funding, and implementation of LED initiatives to promote sustainable urban development (Afolabi, 2023).

Scope and Limitations of the Study:
This study focuses on urban centers with active local economic development programs. Limitations include differences in regional implementation and challenges in measuring long-term growth impacts.
